AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just over a week before national elections.
Study Shows Repeated Partiality in Chatbot Recommendations
The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a analysis published ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the positions of these political entities, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on 29 October in an electoral contest that will be closely watched around Europe for the showing of the Freedom party.
The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.
All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.
Unintentional Bias Linked to AI Operation
The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
